Is a Bank Student Loan Different from Financial Aid?

I have been disqualified for financial aid for this upcoming semester of school. So I have been looking at a collegiate loan from my local bank. The loan requires authoritative recognition from my school that the loan amounts I question for are right for my tuition and fees. Will it be possible for me to get a Collegiate Loan or is this considered financial aid? If this is considered financial aid, what are my other options for getting money to pay for my loans? Please no spam posts…

Could an international student from the Netherlands get loans to go to school in America?

Additional Questions:
Would the interest rates and what not be reasonable?

Would they have to pay during school or would the loan start after school ends (like difference between subsidized and unsubsidized Stafford loans)?
I know that the Stafford loan is out of the question specifically. I didn’t know if there were other loans for an international student to get.

Is a University Allowed to Sign a Student Up for a Loan Without Contacting the Student First?

Apparently, as of July last year, Stafford loans are given through the PA Dept of EDU (PDE) rather than private lenders so all the red tape is processed automatically once the school tells PDE a student will be taking out loans. My girlfriend’s university signed her up for two (2) Stafford loans without ever contacting her to see if she wanted a loan! Is this legal? Should we contact a lawyer?
