On his first authoritative visit to Serbia, Russian President Dmitry Medvedev has delivered the first speech by a foreign leader to the Serb parliament. He also warned against inappropriate parallels between the 1999 Balkan crisis and last summer’s Georgian attack on South Ossetia, but said that both events proved the failure of European security logic.
